There are 309 operators of Unmanned Aerial Vehicles – drones, registered in Montenegro. However, the number of drones that are being in use significantly higher.
For the purpose of introducing as many drone operators as possible to the regulatory framework, the Civil Aviation Agency has initiated an educational campaign on safe drone management. The goal of the campaign is to increase compliance with the civil aviation regulations on the part of drone operators, in order to ensure both the air traffic safety and the safety of persons and property on the ground.
„Drones are experiencing a real expansion, and not only for recording from the air, but they also proved to be very useful in supervising the infrastructure, forests, agricultural goods, road traffic, etc. However, it’s very important that, all those who operate drones, are complying with certain rules. That way we can avoid accidents, such as crashes between aircrafts and drones, or instances in which drones crash into the ground, that can jeopardise both the lives of people and property.“
In order to prevent the illegal use of drones, the Civil Aviation Agency has signed an agreement with the Police administration of Montenegro. This makes it possible to carry out joint activities that will control drone usage more effectively.
Rules of Safe Drone Management
Operating a drone during the night time and in the vicinity of the Airport, as well as discarding objects from the drone during flight, is strictly forbidden.
The drone must be within the operator’s field of vision and up to a maximum distance of 500m horizontally and 150m vertically from the ground or water at all times.
The drone must not approach groups of people at a distance of less than 150m, or humans, animals, objects, vehicles, vessels, other aircraft, roads, railways, transmission lines and similar objects at a distance of less than 30m.
It is important to point out the basic regulatory requirements which are placed before the drone operators:
All operators whose drones have a mass of more than half a kilo, with the flying range of more than 15 meters and a height of over 10 meters, should be registered with the Agency. The registration is free of charge.
On the other hand, the Agency’s approval to perform drone operations is only required when dealing with drones of greater weight and when flying close to urban areas or groups of people.
In the case of illegal use of drones, there is a possibility of fines and legal proceedings for endangering public order and peace.
